2017 Missoula City Election Voter Guide

MontPIRG is a non-partisan non-profit dedicated to empowering the next generation of civic leaders. We will once again produce a voter guide featuring answers from candidates like you about the issues that matter directly to young Missoulians. All of the questions listed below are taken from a survey we conducted of students at the University of Montana campus to understand what issues mattered to them this city election.

Explanation:
Although I support glass recycling in Missoula and have worked on glass recycling in Missoula for about 16 years, it’s impractical today given market conditions and transportation costs. The biggest barrier to glass recycling currently is that it expense more fossil fuels than it saves to transport glass to the nearest recycling plant.

Explanation: 
 I responded no because fast-moving state and federal laws put Missoulians at risk if a local ordinance is passed. The city does not have the authority to change the way federal and state drug charges are implemented.

Explanation: Soft Landing Missoula, a local nonprofit helps provide support and services for refugees coming to Missoula. Some of those services include temporary housing, language support services, family mentor team, collecting donations and coordination with MCPS.

Explanation:
Recycling is an important way to reduce waste. Recycling glass is something that Missoula hasn’t managed yet. I would like to see another community effort to brainstorm solutions.

Explanation: Yes it’s important that everyone in our community feels safe and included.

#4 - Expand hiking and biking trails around Missoula? YES

Explanation: Yes it’s important that everyone in our community feels safe and included.

#5 - Support a zero-fare bus system for Missoula? YES

Explanation:
Yes it is federally funded and allows easy transportation for many.

#6 - Keep Missoula aligned with the core principles of the Paris Climate Agreement? YES

Explanation: 
Yes and I believe Missoula can continue to be mindful of the way we treat the environment.

#7 - Keep some land around Missoula undeveloped to preserve green space as the city grows? YES

Explanation: We live in Missoula for the connection to the land. I believe there are ways to grow without impeding on green space and undeveloped land. Some ideas for this kind of growth include renovating existing structures for more affordable housing.

#8 - Support a local ordinance that would lessen penalties or decriminalize marijuana? NO

Explanation: 
The recently passed budget did not provide funding for the Jail Diversion Plan, which helps reduce jail overcrowding, and over incarceration/inappropriate incarceration. Looking at a possible ordinance to lessen penalties or decriminalize might assist with efforts of the Jail Diversion Plan.

Explanation: One of my main focuses is creating affordable housing solutions. Caps help with rental affordability because often times multiple applications have to be filled out due to the limited supply of affordable rental options.

MISSOULA MUNICIPAL JUDGE

KATHLEEN JENKS

Why should students choose you to be our Municipal Court Judge: My experience and accomplishments make me the best choice for Municipal Court Judge. During my term I have increased accountability by the court and by defendants. I have established or expanded the use of many of the jail diversion programs that others are only starting to talk about now. I use community service in lieu of fines and jail time. I expanded the use of the jail work release program keeping people out of jail and working at their jobs. I found creative ways to reward and encourage completion of the treatment programs needed to reduce recidivism. 

BRENDEN McQUILLAN

Why should students choose you to be our Municipal Court Judge: Missoula deserves a judge whose values are consistent with our unique community. An efficient, restorative and compassionate approach to rehabilitation and incarceration must be restored. All victims, defendants, law enforcement and attorneys should be treated with dignity and respect.

Our Court should not further entrench people in poverty or waste resources by over jailing our citizens at great financial cost without addressing the mental health and treatment needs at the root of the criminal problem. I will embrace the local ethic of community reintegration to help end the cycle of criminal recidivism and help victims of crime be made whole.
